“Active” means a member you personally referred who was on Premium and actually used the app for the full month. The count sets your rate for the following month, which matters in the direction people worry about: a roster that shrinks moves you down next month rather than reaching back for commission you have already been paid. Losing members is discouraging enough without an invoice attached to it.
Commission is earned where a real customer is paying for a real Premium subscription. There is nothing to earn on the free tier, which is most of what Loopa is, and that is the honest shape of the deal rather than a catch.
